There is very simple procedure and a very little fee to get Your PAN at home within 15 days. Just follow the following steps
1) Download form 49A. (you can also click on different part of image for downloading)
2) Fill form after reading all instruction on the backside of this form.(How to fill form)
3) Attached Required Documents (See post Required Document)
4) Go to Your city TIN centers and give your filled form with fees i.e. Rs. 67/-
5) Check the address of your city TIN Center (Click here)
6) Take Acknowledgment from TIN Center of 15 digit Number.
6) And your PAN will be at your home within 15days.
7) Check status online after 7 days. (here)
